Take Rt. 26 south. Turn left onto Rt. 994 east (look for yellow blinking). Follow Rt. 994 for about six miles and you will cross over the lake bridges. You will pass Lake Raystown Resort and Hemlock Hideaway will be the next campground on your right (go straight through the intersection for Trough Creek State Park).
